Here for Portland, Windows Not Plywood

Storefront vandalism and break-ins are hurting Portland’s small businesses and diminishing the world-renowned appeal of our neighborhood business districts.

The City of Portland and partners are working together to support small businesses recovering from these crimes using federal American Rescue Plan Act (ARPA) funds.

This Here for Portland campaign seeks to aid small businesses impacted by storefront vandalism and break-ins by sending new, paying customers to their doors. Our goal is to help them recover with this infusion of revenue and new customers.

You are eligible for this assistance if:

You’re a small business located in the City of Portland.
Your business was impacted by $1,000 or more in damage caused by storefront vandalism or break-ins within the last 90 days.
Your business is referred by a partner doing outreach for this program. Referral partners include the Mayor’s Office, Commissioner Carmen Rubio’s Office, Prosper Portland, a Neighborhood Prosperity Initiative organization, Bricks Need Mortar, or Worksystems.

How it Works:

Outreach partners will refer qualifying businesses to the program. Vandalism and break-ins are declining but still widespread. Priority for assistance will be based on considerations including the severity of damage to the business, benefit across multiple business districts, financial distress, equity, etc.
30 Portland businesses will be supported every month.
Every month, 1,000 fifty-dollar matching fund cards will be issued to consumers who want to make their shopping and dining count for you. Cards can only be spent at the participating businesses. On average, this will provide $3,500 of revenue per business and more than 50 new paying customers per business.
